An analysis of vocational training in thirteen focus countries from four country clusters. The analysis provides an initial orientation for the recruitment of skilled workers from abroad and the recognition potential of different vocational qualifications.

The “2013 Shortage Analysis” conducted by the Cologne Institute for Economic Research (IW) on behalf of the BMWi’s competence centre has found that companies in Germany increasingly have trouble filling vacancies because there are not enough suitable candidates.

From 1 July onwards, skilled workers from non-EU countries will find it easier to relocate to Germany. On that date, the new Employment Act will come into effect, which is aimed at counteracting the current shortage of skilled workers and enhancing Germany’s position in the worldwide competition for qualified professionals. Not an easy task, as other large Western economies and newly industrialised countries are also adapting their immigration policies.

The shortage of skilled workers in Germany has been increasing across all sectors for years and is slowing the German economy. A recent study by German Economic Institute (IW) shows that many skilled workers are lacking, especially in occupations with unequal gender ratios.

The time has come: The Specialist Immigration Act came into force on 1st March 2020.

On 5 June 2025, the German Economic Institute (IW) will present the results of its new study on the recognition of professional qualifications at the European Economic and Social Committee (EESC) in Brussels. The event will bring together stakeholders to discuss the role of professional recognition in addressing skills shortages.
