Since the Recognition Acts entered in force, the federal government and the federal states established an extensive range of information structures aimed to support their implementation. The three information portals for recognition of foreign professional qualifications, “BQ-Portal”, “Recognition in Germany” and “anabin”, are central in this context. Their close cooperation ensures high quality content and consistency.
The 20,000th recognition notification of the IHK FOSA went to Mariana Raposo dos Santos in Karlsruhe. This confirmed the full equivalence of the chemical laboratory assistant's training completed in Portugal with the German qualification. The recognition notification makes her professional qualification as a skilled worker transparent and thus contributes to her integration into the German labour market.
The specialist unit at the Research Institute for Vocational Education and Training (f-bb) evaluated the cases processed by the contact points of the “Integration through Qualification (IQ)” in the period from mid-2012 until the end of 2014. A total of 37.562 guidance services on recognition of foreign professional qualifications were provided all over Germany in this period. Those aged 25 to 44 made up 75.8 percent of people seeking counselling. Furthermore, far more women (63.2 percent) than men (36.8 percent) contacted the IQ advisory centers.
In Bosnia-Herzegovina, Brazil and Colombia, three new counselling centres for the recognition of professional qualifications will be opened. In addition, the existing counselling services in Algeria, Egypt, India, Iran, Italy, Poland and Vietnam will be further expanded. Over the next four years, the Federal Ministry of Education and Research will fund the "ProRecognition" project with almost 8 million euros - twice as much as in the first funding phase.
Germany has become an attractive destination for immigrants again. This is especially true for young, well-trained professionals from the EU, the Advisory Board of German Foundations on Migration and Integration has found in its latest annual review.
During a two-day workshop “Migration and Skills: Successful Labour Market Integration through Professional Recognition Systems”, the organisations involved in labour market integration of migrants from six different European countries gained valuable insights into the BQ-Portal project, a European Public Sector Award (EPSA) winner of 2015.
The IQ Competence Centre for Counselling and Job Training of Migrants in cooperation with the IQ Competence Centre for Securing Skill Base supports the implementation of § 17a of the German Residence Act with a new guideline in English. This guide, which was originally published in German, aims to provide all relevant stakeholders with a practical, easy-to-understand summary of the main steps, players and requirements involved in the procedures around Section 17a of the German Residence Act.
Three skilled workers originating from Bulgaria, the United Kingdom, and Poland are working at Horst Busch Elektro-Technik GmbH in Hamburg. The company specifically recruits skilled workers who have obtained their professional qualifications abroad. Contrary to all fears surrounding the assessment of skills or possible cultural misunderstandings, the company has had very good experiences with this recruitment strategy. Horst Busch Elektro-Technik GmbH does not only facilitate the professional recognition of employees who hold foreign qualifications – it also covers the associated costs of the recognition process. This Hamburg-based electrical company is feeling confident: given the shortage of qualified personnel in this field, this investment will pay off in no time.
Twelve months after the BQ information portal for foreign professional qualifications first went online, the Federal Minister of Economics and Technology, Dr. Philipp Rösler, looked back on a successful year and stressed that additional support should be provided to companies wanting to have foreign qualifications recognised.
Compared to 2008, the number of EU foreigners in Germany has doubled. Most immigrants came from Southern and Eastern Europe. The immigrants represent a great potential for the German economy. The BQ-Portal offers comprehensive information on foreign vocational qualifications and thus creates greater acceptance for foreign credentials.
