The Federal Ministry of Education launched the project “Prototyping Transfer – Professional Recognition through a Qualification Analysis” that is aimed to decrease the organizational cost of the qualification analyses, assure their quality and provide the applicants the financial assistance.
The nationwide joint study by the Institute for Employment Research (IAB), the Federal Institute for Population Research (BiB), the Research Centre of the Federal Office for Migration and Refugees (BAMF-FZ) and the Socio-Economic Panel (SOEP) at DIW Berlin focuses on the arrival, current living conditions and future plans of Ukrainian refugees in Germany. The first day of the European Validation Festival - Unlocking talents in Europe, on 14 June in Brussels, featured a marketplace with 40 stands where organisations had the opportunity to present their initiatives and practices on validation of informal and non-formal learning. The experts from all around Europe shared practices and exchanged ideas and knowledge about how the work experience of job applicants who move from one country to another can be recorded faster and more transparently. The participants agreed that there is a lot to learn from each other. After all, there are many initiatives and best practice projects in Europe dedicated to this topic.
The new guideline of the funding programme Integration through Qualification (IQ) for guidance counsellors provides information on the application possibilities of Section 16d of the Residence Act. Various topics are covered in connection with the recognition procedure, such as qualifications to compensate significant differences to the German reference occupation, visa procedures, funding and necessary documents. In addition, IQ has published a "Handout for Professionals" in German and English.
The Federal Statistical Office published the statistics on the Recognition Act this October. The number of new applications, filed for the recognition of professional qualifications obtained abroad, in 2015 was 19,389. This represents an increase of 10 percent compared to the previous year. Since the Act came into effect in 2012, more than 63,000 applications have already been submitted. The recognition process is becoming increasingly popular. This is a positive signal, especially for economy, because it implies that, more skilled international workers with recognized professional qualifications can strengthen local companies.
On 1 October 2019 a new funding directive for the recognition of foreign professional qualifications comes into force. It expands the funding opportunities. In future, it will also be possible to get funding for certificate evaluations from the Central Office for Foreign Education (ZAB).
