Taking up a German initiative, the EU SME Envoys Network has drawn up the new European Action Programme for small and medium-sized enterprises (SMEs). On 11 January 2013, policy makers and representatives from chambers of commerce, companies, public authorities and migrants’ associations came together for a conference entitled “Skilled workers – Transparency – Respect: tapping the domestic pool of skills” at the Federal Ministry of Economics and Technology (BMWi) in Berlin. The participants discussed new approaches to assessing and recognising foreign qualifications and exchanged their experiences.
The specialist unit at the Research Institute for Vocational Education and Training (f-bb) evaluated the cases processed by the contact points of the “Integration through Qualification (IQ)” in the period from mid-2012 until the end of 2014. A total of 37.562 guidance services on recognition of foreign professional qualifications were provided all over Germany in this period. Those aged 25 to 44 made up 75.8 percent of people seeking counselling. Furthermore, far more women (63.2 percent) than men (36.8 percent) contacted the IQ advisory centers.

Refugees in Germany are eager to find a job and contribute actively to the society they live in. For refugees, employment is a new start in a new country and an opportunity to find home in Germany. For companies, employing refugees is an opportunity to fill open positions and invest in the future. Due to the demographic change and ageing society, many companies find it difficult to recruit the qualified professionals they need. The fact that the majority of refugees who come to us are under 35 years old enables companies to find and bind the employees they need.
Compared to 2008, the number of EU foreigners in Germany has doubled. Most immigrants came from Southern and Eastern Europe. The immigrants represent a great potential for the German economy. The BQ-Portal offers comprehensive information on foreign vocational qualifications and thus creates greater acceptance for foreign credentials.

The new guideline of the funding programme Integration through Qualification (IQ) for guidance counsellors provides information on the application possibilities of Section 16d of the Residence Act. Various topics are covered in connection with the recognition procedure, such as qualifications to compensate significant differences to the German reference occupation, visa procedures, funding and necessary documents. In addition, IQ has published a "Handout for Professionals" in German and English.
