An analysis of vocational training in thirteen focus countries from four country clusters. The analysis provides an initial orientation for the recruitment of skilled workers from abroad and the recognition potential of different vocational qualifications.
The Federal Ministry of Education launched the project “Prototyping Transfer – Professional Recognition through a Qualification Analysis” that is aimed to decrease the organizational cost of the qualification analyses, assure their quality and provide the applicants the financial assistance.
In Germany thanks to the three central information portals for recognition of foreign professional qualifications, “BQ-Portal”, “Recognition in Germany” and “anabin”, there is a wide range of information on the recognition process. From now on, the new project “ProRecognition” aims to offer also in other countries comprehensive information on the possibilities of having foreign qualifications recognised in Germany.
The new app informs refugees about possibilities of recognition of foreign professional qualifications in Germany. The app "Recognition in Germany" is available in the five main languages spoken by refugees, Arabic, Dari, Farsi, Tigrinya and Pashto, as well as in English and in German. The app is compatible with Android, IOS and Windows. It offers an introduction into the subject "Professional Recognition" explains the recognition process in a simple language and provides links to the information and counselling services.
Three skilled workers originating from Bulgaria, the United Kingdom, and Poland are working at Horst Busch Elektro-Technik GmbH in Hamburg. The company specifically recruits skilled workers who have obtained their professional qualifications abroad. Contrary to all fears surrounding the assessment of skills or possible cultural misunderstandings, the company has had very good experiences with this recruitment strategy. Horst Busch Elektro-Technik GmbH does not only facilitate the professional recognition of employees who hold foreign qualifications – it also covers the associated costs of the recognition process. This Hamburg-based electrical company is feeling confident: given the shortage of qualified personnel in this field, this investment will pay off in no time.
From 1 July onwards, skilled workers from non-EU countries will find it easier to relocate to Germany. On that date, the new Employment Act will come into effect, which is aimed at counteracting the current shortage of skilled workers and enhancing Germany’s position in the worldwide competition for qualified professionals. Not an easy task, as other large Western economies and newly industrialised countries are also adapting their immigration policies.
More than 13,200 foreign professional qualifications were recognised in 2014, the Federal Statistic Office reports. This is a twelve percent increase over the previous year. Since the Recognition Act entered in force in April 2012, some 32,500 applications were granted full or limited recognition, which is good news in view of rising skills shortages.
Every year, the BIBB Recognition Monitoring Project takes a closer look at recognition figures. Applications for federal occupations saw growth of 10 percent compared to the previous year. 34,700 new applications for federal occupations were received in the recognition offices in 2021 ; 41% of these – and therefore significantly more than in previous years – were submitted from abroad, in particular from third countries.
The second report on the Recognition Act adopted by the Federal Cabinet last month gives a positive assessment of the act. The experience of three years since its enactment shows that the Recognition Act contributes considerably to increasing attractiveness of Germany for a foreign skilled workforce.
